The NY SPDES General Permit for Stormwater Discharges from Municipal Separate Stormwater Sewer Systems (GP-0-08-002) requires operators of Municipal Separate Storm Sewer Systems (MS4s) to develop, implement, and enforce a Stormwater Management Program (SWMP) designed to reduce the discharge of pollutants from storm sewer systems. MS4s are municipalities and municipal entities located in geographic areas that meet certain population and environmental criteria are regulated under the Phase II SPDES General Permit. In Broome and Tioga Counties, fifteen (15) municipalities have been designated as MS4s and are working to develop and implement stormwater management programs. These municipalities are listed below.
